Scale inhibitor — deposition under cycles of concentration
As evaporation concentrates makeup water, calcium carbonate and calcium sulphate can exceed solubility. Phosphonate, polymer or phosphate-based scale inhibitors work at threshold dose to keep salts in solution or as mobile sludge rather than hard scale.

Combined scale & corrosion inhibitor
Many HVAC and process towers dose one blended scale-corrosion product for convenience and freight. Confirm on the COA whether the blend is aimed at open recirculating or closed chilled water — they are not always interchangeable.
When silica or very hard makeup pushes scale alone, you may still need a stronger scale lean blend plus separate yellow-metal azole — jar tests and deposit analysis beat guessing from a generic brochure.

Some very short-residence or all-plastic loops get away with scale-only treatment — most steel/copper towers need corrosion protection too, often via a combined product or second feed.
